HB0424 Operation of Bicycles and Mopeds on Roadways
Clarifies/re-states that cyclists are drivers of vehicles and that they should have exclusive rights to the lane except for when the lane is wide enough to share safely.
Also amends the no-passing on yellow to make it legal to pass a cyclist safely on two lane highways, removed the "side-path" language, and other minor technical changes.

2006/2008 University of Utah Cell Phone Study Among other things, the study goes on the point out that it is the "act" of talking, especially to someone not in the vehicle (you have to visualize them, further drawing attention from your driving) which is the problem with driving and cell phones, not whether or not they are hands free.
